A Normative Study on Health Security Governance System in Korea

Abstract
This study focuses on the problems and improvement plans of the health insurance (HI) governance system for health security among the ways of realizing the national social security obligations.
The state should realize income redistribution through social solidarity, which is an important requirement of social insurance, by raising the HI coverage rate. Also, the subscriber's medical choice right to the category that HI does not cover should be guaranteed. Also, the contract system needs to be improved to alleviate the limitation of the basic rights of medical personnel who are forced to be incorporated into the public law system on the premise that public medical institutions are fully secured. In addition, since the basic rights restrict of medical institutions cannot but be continued while maintaining the mandatory designation system, it is necessary to secure the legitimacy of the decision-making procedure and process so that they can actively participate in the HI policy decision-making process as a way to supplement the basic rights restrict.
Lastly, it is need to reorganize the operating system to secure Health Insurance Review and Assessment Service (HIRA) can clearly perform role and functions that meet the legislative purpose and can be operated independently in formal and content because the independence is the most important value for HIRA among HI operating organizations.
